Abstract : This study aimed to find out whether international trade and investment policies contributed to get economic equilibrium for the Algerian balance of payment during the period 1996-2016, especially that these two policies were along the period of study of a great interest for the successive Algerian governments. We used in this study both analytical quantitative econometric approach and descriptive one. The raison of choosing this topic is the paradoxical economic circumstances through which the Algerian economy have passed though till 2014, the year of economic collapse of national and international oil market causing a negative effects on the Algerian balance of payment followed by a great slump of local money since 2014. The achieved results and indicators show no conformity with the mobilized resources especially through an unprecedented expanded financial policy in the history of independent Algeria by spending more than 450 billion $, In a time of a full openness on the international trade. The main goals of these policies were boosting local demand to urge local and foreign companies to invest in Algeria and hence, create a local production apparatus, to satisfy local market first, then proceed to exportation in order to increase the share of Algeria of world trade (exportation) and international capital and seek for foreign direct investment and international currencies. So as to strengthen the local currency especially in time of the current financial and economic globalization. Though the attained results after more than two decades of reforms and unlimited spending made a paradox, in terms of economic growth and exportation there was no proportionality with what had been spent in Algeria comparing to what was achieved in other countries using less resources. One of the most important results from this study, is the confirmation of the negative effects of some economic measures related to the foreign direct investment in Algeria, in a climate of a total commercial opening on world economy, especially by adopting the 51/49 rule by the Algerian government according to 2009 finance low, which imposes a partnership with local partners and deprives the foreign investors from a major ownership of economic projects in all fields of economic activity, all that in a time of a total liberation of the domestic market in importers favor. What we conclude from this study is the lack of coherence between foreign direct investment and foreign trade policies, a situation in which the Algerian balance of payment should be more deteriorated and adds up to a high level of importation.
