Abstract : The study aimed to identify the reality of the law of protection from abuse in the face of family violence, to reveal the most important obstacles, and to develop a proposed concept that contributes to the development of the law of protection from abuse. The study applied to the Social Protection Unit in Makkah Al-Mukarramah region, using the case study method, and data collected with a simple interview and observation tool. The research community consists of cases that were handled by social protection in the three cities during the study period, and the specialized workers, and the number of the sample reached (26) cases in the protection house in Jeddah and Taif, while there were no cases at the protection unit in Makkah because there was no shelter. The number of employees’ sample reached (41) employees. The most important results were the increase in the number of reports of domestic violence, a steady increase, as the total number during the three years (2107, 2018, 2019) respectively (4748, 25375, 33085), family breakdown came as the most important in the characteristics of family formation for all cases, and among the most important reasons Leading to domestic violence. And it turned out that most of the cases subjected to multiple violence, and psychological violence came in the most types of violence, then physical, then neglect, then economic, and in the end came sexual harassment. It also turned out that the Social Protection Unit is doing a good job in directing reports of family violence with some shortcomings in dealing with cases, as it found that there are some problems among employees in accepting accommodation for cases, as conflict often occurs with cases in the entry process or not, and the lack of interaction and response of Social Protection for most cases, and the majority of cases are not satisfied with the protection measures in hosting them. The study also showed that communication with families of cases came at a low level, lack of study of cases in a professional manner, lack of rehabilitation programs for cases, or psychological and social counseling and counseling and family reform programs, the lack of a specific program of activities and programs on a regular or specific time, and weak awareness programs, The poor working environment for employees in both the Jeddah and Makkah Al-Mukarramah units, in terms of staff building and the necessary equipment for communication, electronic devices, offices and transportation means, as well as the weakness of the means of communication in the women's section in Taif protection, and the employees not receiving any training program on social protection before directing them to practice working with social protection, and the inability of female supervisors to work with cases, as it found that the law of protection from abuse in the Kingdom of Saudi Arabia was comprehensive to deal with family violence, and to achieve social protection for all family members; However, there are deficiencies in the application by the authorities concerned with the protection law, whether by the protection or other parties to multiply its administrative competencies for more than one ministry and the absence of continuous coordination, and the lack of appropriate mechanisms to implement the law. It was also clear that the penal law mentioned in Article Thirteen of the law not applied and it was not touched upon in the executive regulations, as it is sufficient to take a pledge and refer to the police or the prosecution for serious violence. Likewise, the eighth article related to the phrase (or the transfer of the aggressor), alternative penalties and the mechanism of their application between protection and the court. Also, it became clear that the executive regulations did not address all of the provisions of the law, and it became evident that coordination between the Protection and the court was weak in procedures for dealing with children, and the marriage of girls less than (18), And the study also came up with a proposed vision to develop social protection laws in the Kingdom of Saudi Arabia.
