Abstract : The study aimed to analyze the reasons for the weakness of the Kingdom’s share of tourists compared to other countries in the region such as Turkey, which are less in terms of cultural and historical heritage. An analysis of the impact of tourism activity on sustainable development, an analysis of the most important obstacles to tourism activity and mechanisms to reduce them, and an analysis of tourism potentials in the Kingdom and its competitive position with regional countries. The researcher relied on the inductive and deductive approach together in the theoretical aspect. He also relied on the analytical approach when analyzing the study data to assess the economic, social and environmental effects of tourism in the Kingdom. He also relied on the joint integration method to measure the impact of tourism on sustainable development, using the E-views program. The analysis showed the validity of the research hypothesis, which says: “Tourism affects the achievement of sustainable development in the Kingdom of Saudi Arabia.” The results confirm the existence of a long-term equilibrium relationship between GDP, HDI, human development index as dependent variables, tourism revenues X1, and investment in the tourism sector. Tourism X2, workers in the tourism sector X3, the number of tourist nights X4, and the number of tourists X5 as independent variables, in the long term, as shown in the following: With regard to the first sub-hypothesis: Tourism contributes to the gross domestic product in the Kingdom of Saudi Arabia: The logarithmic form was the best in representing the relationship between the variables under study. With regard to the second sub-hypothesis: Tourism contributes to human development in the Kingdom of Saudi Arabia: The logarithmic form was the best in representing the relationship between the variables under study. The third sub-hypothesis: There are mechanisms to reduce the obstacles to tourism development in the Kingdom of Saudi Arabia: it was found that the Kingdom possesses a number of mechanisms that limit these obstacles, the most important of which are: educating the public through the media and special courses in schools and universities, and increasing the role of the private sector in stimulating tourism in the Kingdom. , Increasing interest in infrastructure in archaeological areas, and trying to make optimal use of tourism. The fourth sub-hypothesis: The Kingdom has tourism potentials that enable it to compete in the global tourism market: The Kingdom has many tourism potentials, the most important of which is the religious status of the Kingdom for hundreds of millions of Muslims around the world, which made it a tourist attraction, visited by millions of Muslims, and the Kingdom owns thousands of kilometers of coastal beaches. The Fifth Sub-Hypothesis: There is a possibility that tourism, according to Vision 2030, will be a major source of income in the Kingdom: This is done by achieving the goals and strategies for tourism development according to the Kingdom’s Vision 2030, as follows: A- The goals of tourism development in the Kingdom: Tourism development in the Kingdom aims to raise the contribution of the tourism sector to the GDP from 3% to 10% in 2030, as well as provide one million additional job opportunities, bringing the total to 1.6 million jobs in 2030, and attracting 100 million International and local annual visit by 2030. B- Strategies for the development of the tourism sector in the Kingdom: There are three main policies: The first strategy: policies for employment, as these policies are based on training qualified youth from low-income families and directing them to occupy available jobs in tourism. Small and small producers, where the tourism sector contributes effectively to raising living standards in developing countries. The third strategy is concerned with investment policies in favor of low-income classes. These policies are based on encouraging tourism investment in favor of the poor classes. Some appropriate scenarios in this field can be imagined. Including collecting small savings for the poor and working to invest them in tourism projects for their benefit. The study recommended the following: 1- Increasing interest in the human element in the Kingdom, by preparing a professional generation aware of the importance of tourism. 2- Increasing the local population's awareness of the economic importance of tourism activity, by raising awareness in the media, holding seminars and educational courses, and how to deal with foreign tourists. 3- Increasing interest in the importance of the environmental dimension of tourism activity, in order to preserve the cultural heritage of the state and the people. 4- Reducing obstacles to the development of the tourism sector, by educating the public through the media and special courses in schools and universities, increasing the role of the private sector, increasing interest in infrastructure in archaeological areas, and trying to make optimal use of rural tourism. 5- Analyzing the internal tourism environment to identify strengths and weaknesses, and the external environment to identify opportunities and threats. 6- Taking into account the economic, social and environmental dimensions when strategic planning for tourism.
