Abstract : ABSTRACT: Altmetrics are new dimensions of measurements that capture the attentions of scientific publications over various online platforms such as social media networks. Many studies show that altmetrics and bibliometrics are weakly correlated. Thus, they have to act together to give full picture of scientific research impact. The problem is many bibliographical databases such as Web of Science and Scopus are not include altmetrics in a widely manner. In this research work, we built a semantic knowledge-base named “AI-SPedia” to accommodate publications in artificial intelligence (AI) area as a case study. AI-SPedia includes all the details about AI publications such as titles, authors, affiliations, and journals beside the bibliometric and altmetric indicators. AI-SPedia is tested by competency questions and the result shows it is valid and it is considered a first effort that combined between bibliometric and altmetric indicators in one single repository. Further, AI-SPedia is used in both author-level and institutions-level. In author-level, we classified AI authors based on their research outcomes and impact. Four different clusters are identified such as rising stars in AI field. On the other hand, in the institution-level, we showed the top Saudi universities in AI area based on bibliometrics and the existence of altmetrics.
